Reporting from the Tech Radar page, Wednesday (05/06/2019) Apple's operating system is made different because the company wants to distinguish the tablet experience from the iPhone, which should be attractive to developers and owners of the iPad.
iPadOS is made on the same foundation as iOS, but the Cupertino-based company also hopes that the iPadOS will grow more into its own operating system from time to time.

iPadOS brings a variety of superior and important enhancements to tablet UI. Some of them display the screen better. While others introduce new movement controls and even, perhaps, mouse support.
Apple has set up iPadOS, called iPadOS 13, to stay in line with the latest iOS version. Then, for the launch date which is "autumn 2019", which means we might be in September 2019, together with the release of the latest iPhone.
For information, the beta version of iPadOS for developers is now available. Even users can download it on the developer's page as long as the developer is registered. The new beta operating system for public will come in July.
